It's been a constant 15mph wind all day and night. I thought Hurricane Matthew was too far away to be stirring up wind around me. But wind map don't lie.

It makes sense. Hurricanes are huge weather systems. That wind needs to come from somewhere. Not like tornadoes from the Land of Oz.

The signs here say driving speed is checked by devices. Doesn't specify what device, so it can't be as fancy as airplane or even radar. I had a terrible invention idea for what they could use.
Dogdar.
When a car drives by, the device picks up on the sound of dags barking. It then measures the time it takes for the dogs to stop barking, divided by the length of the fenced yard.
Margin of error about 15 mph to 60 mph. That's to say, any reported speed within this range may be in anywhere in that range, no one can be sure. Recorded speeds of over 60 mph are not expected and may be due to a few shortcomings of the device.
Can give false positives when the owner gets home. May be unreliable when the dogs are out for a walk or at supper time.
