Policy refuses to change because the ones in power have too much to profit from perpetuating social problems. The naive individual accepts society to be fair, so he believes that his problems are his own fault.
Services and products can then be sold to the individual to treat his personal 'incorrect' behavior for more profit. Selling solutions that don't fix the problems on their end, but maintain a continual need and supply.
